I only see such error all the time whenever I was trying launch Microsoft Expression Web 4 Professional on Windows 7 (64 bit). Microsoft Expression Web 4 is crashing at startup without specific error details. Further information should be available on Event Viewer:

Here is a response from Microsoft regarding this issue:

Hi,

Thank you for reporting this. We believe this is being caused by an interaction between Expression Web 4 add-ins and various anti-virus programs, most notably the Kapersky security suite.

We now support writing add-ins in JScript and we ship two add-ins with Expression Web 4 to show off that functionality — the Insert Symbol and the Mark of the Web add-ins. When you launch Expression Web, we’re trying to load those add-ins and Kapersky is getting in the way. This isn’t the first time that Kapersky has had this problem.

The short-term fix, while we work with Kapersky on this, is to move or delete the two add-ins we ship with. You’ll find them in the en\Extensions directory in the main Expression Web installation directory. You can also uncheck the “Block dangerous scripts in Microsoft Internet Explorer” option in the Kapersky settings.

How to fix Microsoft Expression Web has stopped working?

If you’re trying to launch Microsoft Expression Web and always getting stuck at startup with error message: Microsoft Expression Web has stopped working, you may try this quick-solution (in case, you have Kaspersky program).

Open up Kaspersky, go to Settings, Web Anti-Virus.

Click on Settings, then uncheck “Block dangerous scripts in Microsoft Internet Explorer” option.

Some people don’t have any of Kaspersky products installed, but similar still having such problem. You may try to disable your security-suite product (such as Norton).
